When I grew up, my parents had a tape cassett and a book called "Safety Kids". I found it for my kids (on CD these days). It has songs and scenarios on what kids can do to stay safe. "Sometimes you just gotta yell and scream." (talks about what to do when someone tries to abduct you...."HE'S NOT MY DADDY!"
or the song, "Look for a grandma, or mother with children." (Typically a safe choice even in these days, when there are no known adults around). There are songs to learn your phone number, stay safe in numbers, etc. LOVE THIS CD!!! And ALL my kids listen to it, even my 12 year old.

We also have a code word for anyone trying to "give them a ride home". We have only 2 of 3 people who my children KNOW they can go with, without this code word.
Otherwise, if someone else, even someone they know, tries to tell them they will give them a ride home, they cannot go without the code word. It's a word my kids know and we discuss often in our home, and they know that it is NOT a word that anyone else can know. The only time we use it outside of our home, is in an emergency when I can't get to them, or one of the 2 or 3 SAFE people are unavailable and I have to call on someone else to help me out and pick up the kids. I would tell the person the code word, and when they go to pick them up...they would say, "your mom asked me to pick you up and the code word is..." and they would tell them the word. Then my kids know that it is safe. ONLY then is it safe. If the person doesn't know the code word, they don't go!
